Sterling Energy has mobilized more than a dozen power plants in North America, Europe, Asia, and Latin America. In addition, we’ve applied many of our mobilization best practices during our support of numerous plant acquisitions and ownership transitions.

O&M Mobilization of 50 MW Geothermal Facility for EnergySource
Sterling provided a wide range of O&M mobilization services to EnergySource, the developers of the $400 million, 50 MW Hudson Ranch geothermal plant in California. Our scope included the development of policies and procedures and the implementation of the computerized maintenance and materials management system. We also developed the five-year Business Plan, the operating model, and a monthly report template.

Mobilization of Three Merchant Plants for Sempra Generation
Sterling Energy has been working with Sempra Generation for several years in support of their development and acquisition activities. In each of these roles Sterling Energy has taken outcome responsibility for delivering a high performance team with the management and financial tools to meet Sempra’s goals.

As several projects neared completion or were acquired, we were engaged to help them build a world-class asset management organization. Since Sempra’s utility company, SDG&E was required to divest themselves of all their generation assets sometime in the past, Sempra Generation was faced with the challenge, and opportunity, to create an entirely new organization to manage their facilities.

Sterling Energy undertook responsibility for mobilizing each of the new O&M teams for its developed projects. The scope of work for each facility included:

  • Providing a mobilization manager, with responsibility for all O&M activities through commercial operation
  • Recruiting and hiring the entire O&M team, including plant manager, business manager and the operations and maintenance technicians
  • Supervising the O&M team training
  • Development of the facility policies and procedures manual, including operating procedures
  • Implementation of the computerized maintenance and materials management program
  • Preparing a comprehensive management plan for the first year of commercial operation

The three projects, owned wholly or in part by Sempra Generation, described below are in commercial operation. All three mobilizations were managed by Sterling Energy simultaneously.

Termoelectrica de Mexicali – This 500 MW project near Mexicali, Mexico consists of two General Electric 7FA combustion turbines in combined cycle. It is distinguished by a very extensive water treatment plant to convert liquids in a raw sewage lagoon to suitability for plant makeup.

Elk Hills – This 500 MW project near Taft, CA also consists of two General Electric 7FA combustion turbines in combined cycle.

Mesquite Power – The 1,250 MW Mesquite project consists of four General Electric 7FA combustion turbines in combined cycle, arranged in two 2×1 blocks.

The results are best described by this note from the President of Sempra Energy Resources:

“Now that the immense work of simultaneously mobilizing the Mesquite, Mexicali, and Elk Hills projects has drawn to a close, it is fitting that we reflect upon the conduct and results of that effort.  Your contributions in fulfilling lead roles in the mobilization effort were essential to the success of these three projects. Mobilization of a 100 MW Cogeneration Plant at Paper Mill in Malaysia
Sterling Energy fully mobilized a 100 MW combined heat and power plant for Malaysian Newsprint Industries’ paper mill in Mentakab, Malaysia.  In addition to performing a full mobilization, our scope included project due diligence and the management of the EPC contract. The local crew – recruited, hired, and trained by Sterling – was quickly able to take full responsibility for plant operations; there were no expatriates on site after the first year.

Mobilization of a 50 MW Cogeneration Plant in Canada
Sterling Energy provided a near-full mobilization of a cogeneration plant in Ontario.  The plant included a Trent combustion turbine and an HRSG.  Our scope included team recruitment, setup of administration systems – including a freestanding accounting system – and a computerized maintenance and materials management system (MMMS).

Mobilization of a 100 MW Combined Cycle Plant in Canada
Sterling Energy fully mobilized an Ontario combined cycle plant utilizing two GE LM6000 combustion turbines, HRSGs, and a GE steam turbine.  We created a freestanding business entity, setup all administrative and management systems, and recruited, hired, and trained the team. The plant has since changed hands several times but Sterling’s systems – and the culture we set – remain in place and the operational performance has been outstanding.

Mobilization of a 250 MW Combined Cycle Plant in India
Sterling Energy fully mobilized the Tanir Bravi Project, a four-unit LM6000 power barge, in Mangalore, India.  We hired and trained the crew, set up all administrative and management systems, and took outcome responsibility for O&M through to the commercial operations date.

Mobilization of a 60 MW Biomass Plant in Canada
Sterling Energy performed a full mobilization of a 60 MW biomass plant in western Canada.  Our scope included all aspects of the business mobilization including: the establishment of a freestanding business entity, hiring and training of the crew, setting team structure and culture, creating policies, as well as business and operating procedures, maintenance program setup, and tools and spares purchasing.  The plant, which was the largest biomass plant in North America, has enjoyed outstanding financial performance.

Mobilization of a 35 MW Combined Cycle Plant in Spain
Sterling Energy fully mobilized the Tortosa Energia project in Spain for SeaWest Services and Tomen Power Corp.  The plant included a GE LM2500 combustion turbine in combined cycle configuration.  At the end of the successful mobilization the plant staff included only one expatriate.

Mobilization of a 100 MW Reciprocating Engine Power Plant in Central America
Sterling Energy provided mobilization services to Wärtsilä at the El Cosa Power Station in Honduras.  We selected, hired, and trained the local team.  In addition, we set up the accounting system and the management systems.

Mobilization of a 300 MW Combustion Turbine Peaking Plant in the Midwest
Sterling Energy fully mobilized a peaking power plant equipped with two Siemens V84.3a machines.  We hired and trained the three-man crew, set up management systems, and provided a plant manager until the commercial operations date.

Mobilization of a 170 MW Simple Cycle Combustion Turbine in the West
Sterling Energy fully mobilized a GE 7FA simple cycle combustion turbine project in the West. We hired and trained the three-man crew, set up management systems, and provided a plant manager until the commercial operations date. We continue to provide ongoing operations and management support to this plant.

Mobilization of a 150 MW Cogeneration Plant in the Northeast
Sterling Energy fully mobilized a 150 MW cogeneration plant in the Northeast. The plant, which includes three 50 MW combustion turbine generators and three HRSGs, provides energy to the local grid and provides steam to an adjacent paper mill.  Sterling Energy had full responsibility for mobilizing this new operating entity.

Mobilization and Operation of a 90 MW Cogeneration Plant in Ontario
Sterling Energy fully mobilized and then operated the 92 MW East Windsor Cogeneration Centre in Windsor, Ontario.  The plant, which includes two GE LM6000s and two OTSGs, provides power to the Ontario grid and provides steam to the adjacent Ford power plant, which Sterling Energy managed from 2007 to 2011.
