Androscoggin Energy Center - Jay, Maine

SkyGen’s 150 MW Cogeneration Plant

The Androscoggin Energy Center is a 150 MW cogeneration plant in Jay. The plant is owned by Androscoggin Energy LLC and will be managed and operated by SkyGen Services LLC.  The plant consists of 3 x 50 MW combustion turbine generators, 3 HRSGs, and balance of plant equipment. The thermal hostAndroscoggin Energy Center Maine is the adjacent International Paper (IP) mill. Electrical power will be sold to IP and the New England power market. The plant is now in Commercial Operation.

Similar to our previous mobilization programs, Sterling Energy organized the recruitment program for this cogeneration plant in conformance with the state licensing requirements. The total team, including the O&M, management and administrative staff, is 15 people.

The Plant Manager worked closely with our Project Director in implementation of the programs developed by Sterling Energy prior to plant startup. He also directed the O&M team’s plant startup activities.

As implemented on our other projects, this team is defined by neither conventional organization charts nor position descriptions.  Rather, each person has clearly defined physical systems and programs for which they have personal sponsorship responsibility.

System sponsorship entails broad responsibility for all aspects of the particular system, including operating procedures, spare parts inventory, preventive maintenance actions, major outage work planning and for finding solutions to chronic problems for all plant systems, including:

  • Electrical distribution
  • Plant air
  • Fire protection
  • Fuel system
  • Combustion turbine/generator
  • CEMS
  • DCS
  • HVAC

Program sponsors, for both technical and non-technical programs, include:
