Calumet Energy Team Project - Chicago
Chicago's First IPP. The nominal 315 MW Calumet Energy Team, LLC (CET) Project is the first large scale independently owned peaking generating plant within the city of Chicago. The simple cycle facility consists of two Siemens V84.3A combustion gas turbines. The city
has a capacity reservation of 50 MW with CET for 10 years. The remaining generation will be sold to the to the marketplace via a tolling agreement with Sempra Energy Trading.
Sterling Energy recruited the entire team for this simple cycle plant. In keeping with an expected seasonal peaking operating regimen, the total O&M team, including administration, is 6 people. This is a peaking facility, with operations expected to be limited to periods of high demand or when energy prices are high in the unregulated market. The Team Members will rotate "on-call" situations for the unusual event of an off-hours startup.
The Plant Manager and other five Team Members have specific, clearly defined responsibilities. Not only do they manage the plant, each is also qualified to operate the facility. Coordinating with the marketers, gas control, and grid reliability will be each person's responsibility once the plant is commercial.
The utilization of a relatively small permanent team and the potential application of temporary personnel demands complete and concise operating procedures. Sterling Energy installed a comprehensive suite of administrative, accounting, and maintenance management policies, procedures, and programs for all parties to follow for the most efficient and cost effective operation of the plant.
As is our normal practice, Sterling Energy drafted and managed the Management Plan for the mobilization and for the first operating year.
Sterling Energy had full responsibility for establishing this new, freestanding, operating entity.
