Mobilizations
Elk Hills Combined Cycle Power Project
Elk Hills Power, LLC is jointly owned by Sempra Energy Resources and an Occidental Petroleum subsidiary. This is a 500 MW combined cycle project in Taft, CA, North of Los Angeles. It consists of two General Electric 7FA combustion turbines in combined cycle. Fuel is natural gas from the Mojave gas pipeline. The project has an extensive raw water treatment system.
Sempra Energy Combined Cycle Power Project
Mesquite Power is nominal 1000 MW combined cycle facility near Goodyear, AZ. It is owned by Sempra Energy Resources This project consists of four General Electric 7FA combustion turbines in combined cycle, arranged in two 2X1 blocks. Fuel is natural gas.
Sempra Energy Combined Cycle Power Project
Termoelectrica de Mexicali is is a 500 MW combined cycle facility near Mexicali, Mexico owned by Sempra Energy Resources. This project consists of two General Electric 7FA combustion turbines in combined cycle. Fuel is natural gas from the Mojave gas pipeline. The project has an extensive raw water treatment system.
Calumet Energy Team Project
The nominal 315 MW Calumet Energy Team, LLC (CET) Project is the first large scale independently owned peaking generating plant within the city of Chicago.
Delta-Person Generating Station
The Delta-Person facility is the first large scale independently owned generating plant in Albuquerque.
Tortosa Energia Cogeneration Plant
This LM2500 Combined-Cycle project afforded us an opportunity to apply many of project services that we offer.
Williams Lake Generating Station
We are extraordinarily proud of our involvement in this project. It represented our first opportunity to take full responsibility for the mobilization of a freestanding business entity to conduct all of the business associated with a power plant.
Lake Superior Cogeneration Plant
This project represents our second broad-scope mobilization in Canada. Construction was well underway when we became involved. A third-party O&M contractor had actually been selected when one of the partners invited us to discuss the benefits of self-operation. The result was that we were given a charter to implement a freestanding business entity, capable of conducting all of the partnership’s normal business, including power sales and fuels procurement.
Mentakab I MNI-CHP Facility
This 75 MW Combined Heat and Power (CHP) Plant provides 100% of the electrical power and steam to Malaysian Newsprint Industries’ (MNI) recycle newsprint mill in central Malaysia. There is no connection to the national electrical grid, the reliability demands of the CHP Plant are essential to the economic performance of the mill.
Whitby Cogeneration Project
The Whitby Cogeneration Plant was the first industrial application of the Westinghouse packaged Rolls Royce Trent 50 MW gas turbine/generator set. Sterling Energy had full responsibility for mobilizing this new, freestanding, operating entity owned by WestCoast Power and Atlantic Packaging.
Androscoggin Energy Center
The Androscoggin Energy Center is a 150 MW cogeneration plant in Jay. The plant consists of 3 x 50 MW combustion turbine generators, 3 HRSGs, and balance of plant equipment. The thermal host is the adjacent International Paper (IP) mill. Sterling Energy had full responsibility for mobilizing this new, freestanding, operating entity owned by SkyGen, Wisvest and International Paper.
El Cosa Power Plant
The El Cosa Power Plant is a 60 MW diesel engine power plant in Puerto Cortez, Honduras. The plant consists of 6 x 10 MW diesel generators and balance of plant equipment. Commercial operation of the plant began in the summer of 1995, initially consisting of operation of smaller, interim generating units (6 MW each) to help mitigate rolling blackout conditions in Honduras. Sterling Energy had partial responsibility for mobilizing this new, freestanding, operating entity owned by Wartsila and a group of local Honduran industrial companies.
ANP Milford Plant
Sterling Energy assisted American National Power (ANP) in the acquisition of Enron’s 158 MW Milford Plant. Sterling Energy was contracted to serve in the capacity of “Transition Manager” for the acquisition of this power plant asset. Prior to the start of the formal Transition Program, Sterling Energy met with ANP over a week-long period to establish a “common vision” with regard to policies and practices.
Tanir Bavi Power Barge
The Tanir Bavi Power Project is a 220 MW barge-mounted power plant. The barge consists of 4 LM6000 gas turbines, 4 OTSG's and a single steam turbine. The barge (106m long, 55m wide and 6m draft) was built by Hyundai Engineering and Construction in Korea. Upon completion of the initial assembly and checkout of major components, the barge was dry towed by a self propelled mother vessel to Mangalore, India through the Arabian Sea. It was then wet towed up the Gurpur River and moored at the project site in a protected basin. The primary gas turbine fuel is Naptha, with the electrical generation being sold to the Karnataka State Electricity Board.

Energy Cost Reduction with Optimized Resource Usage
A major university issued a Request for Proposal (RFP) in 2003 to help the Facilities staff manage their energy costs.
Transition Management
Bridgeport Harbor Station and New Haven Harbor Station
Sterling Energy assisted Wisvest Corporation in the acquisition of United Illuminating’s 590 MW Bridgeport Harbor Station and 466 MW New Haven Harbor Station. Sterling Energy provided a 5-person core team of highly skilled power plant business professionals to manage the transition.
Plant Preservation
Wisvest Equipment Preservation Program
Wisvest’s Project X is a 550 MW combined cycle project to be built at a site not committed yet. The advanced procurement for Project X progressed to a point of an irrevocable commitment to purchase the power island equipment from Siemens-Westinghouse Power Corporation (SWPC).
Dominion Energy Equipment Storage and Preservation Program
Dominion Energy’s P1 and P2 are 2 x 550 MW combined cycle projects which are currently delayed. Like numerous other developing projects which are delayed or canceled, the advanced procurement for P1 and P2 projects progressed to a point of an irrevocable commitment to purchase the power island equipment from General Electric.
Reliant Energy Equipment Storage and Preservation Program
Reliant Energy’s Signal Peak Project is a 500 MW combined cycle project which has been postponed. The power island equipment is stored in various locations. The Alstom heat recovery steam generator (HRSG) package was shipped to North Las Vegas for long-term storage.
